TFAR is to transfer restricted FAR of conservation area to development area, instead of development right. The "Using Rights of FAR" is conceptualized to facilitate the TFAR. The Using Rights of FAR is the rights given to the land owners in the conservation area so that the land owners can sell their restricted FAR for developmental use. This study also estimated monetary value of FAR and proposed to use it as the transaction price of TFAR. The monetary value of FAR is calculated by using "the Contribution Ratio of FAR to Land Prices (CRFAR)" and through comparative analysis of development potential value. As the monetary value of FAR for each area can be provided according to its locational characteristics, the selling and buying area does not have to be linked one by one, many areas can participate in buying and selling of FAR.
