The method was based on the performance of the energy simulation which made the HVAC system and the insulation capacity of building envelope to be parameters. The results were as follows: (1)In the comparison of construction cost increasing rate for obtaining the equal reduction rate of the energy cost, the insulation performance enhancement of the building envelope was more advantageous than the MEP system change. (2) The ice thermal storage system using midnight power in which energy cost was cheap got the reduction rate of energy cost of about 10%, compared with the absorption refrigerator.
