After elaboration of National Urban Regenaration Program in 2003, France government carries out urban regeneration operations with enthusiasm. Theses operations are executed by the enactment of Borloo Law and intend development of low-income people and social mix. French urban regeneration operations supplied 730 thousand houses until 2009 by new constructions and rehabilitations of old apartments and also provided commercial, educational and leisure facilities with social and economic development program. This study aims to examine characters of French urban regeneration operations in terms of institution, constitution of a fund, designation of operation perimeters, advancement of operations and monitoring system. These national urban regenerations program brings to low-income people improvement of opportunities in education, well-being and employment. French urban regeneration operations tone down segregation phenomena for low-income people in the city by introducing various housing types, facilities and infrastructures. This study gives implications for the elaboration of urban regeneration institution and its execution plan. |
