Given that healthcare business consists of five stages including planning, investment, design, construction and operation in this study, the risks are classified into 14 of high-level risks and 42 of low-level risks. The result of AHP reveals that the risks of planning and investment are much more imperative than risks of design and construction, medical equipment and operation. In particular, it reveals that critical risks are initial feasibility analysis, cooperation with local hospital operator in China, Chinese authorities' permission for development or policy change.
