Despite a decade-long effort to curb sprawling developments, such practices are chronically persistent, causing functional and environmental problems to the major metropolitan areas in Korea. The previous researches on the issues have repeatedly placed emphasis on the need to introduce the 'plan-oriented' development regulation, particularly an 'urban growth management tool' as an ultimate solution. Yet, rarely discussed so far has been how and what in details the planning tool should be introduced, and what kinds of hurdles are to the successful installation of the new system. Against the backdrop, the paper, in order to further improve the development control policy, tries to clarify 'urban growth management plan' and 'growth management zone' as key components of urban growth management policy to be installed. After briefing the background of problems and the need for policy reform, the paper will discuss what 'urban growth management plan' should be and how to introduce it in the current planning system. In addition, the technical issues will be dealt over how to demarcate 'growth management zone' by using spatial statistical method, and apply it into Anseong city, Gyeonggi province. In conclusion, the paper suggests the future policy directions for the planned development of non-urbanized areas. |
