뒤로 원문보기 | 미리보기 [ 원문보기시 소비되는 포인트 : 100 포인트 ] 논문명 공동주택 리모델링 분담금 산정방법 개선방안에 관한 연구 / Improvement of the Estimation Method of Share of Expenses in Apartment Remodeling Project 저자명 이재순 ; 안지희 발행사 한국도시행정학회 수록사항 도시행정학보(한국도시행정학회 논문집), v.26 n.2 (2013-06) 페이지 시작페이지(73) 총페이지(25) ISSN 15988686 주제분류 도시 주제어 공동주택 리모델링 ; 분담금 산정방법 ; 투자수익률(ROI)//Apartment Remodeling ; Estimation Method of Share of the Expenses ; Return on Investment 요약1 최근 공동주택 리모델링에 대한 사회적 수요가 증가하고 있으나 사업추진과정에서 조합원의 과도한 사업비 부담과 분담금 배분을 둘러싼 참여주체간의 갈등이 심화되고 있어 이에 대한 해결방안 모색이 요구되고 있다. 본 연구는 현행 리모델링 분담금 산정방법의 문제점을 분석하고, 이를 해결하기 위한 새로운 분담금 산정방안을 제시하는 것을 목적으로 하고 있다. 사례분석결과 현행 리모델링 사업의 분담금 산정방법은 사업추진에 따른 개발이익의 고려 없이 단위면적당 사업비를 기준으로 세대마다 부과함으로써 개발이익과 비용 분배의 불균형을 발생시키고 있는 것으로 나타났다. 이러한 문제를 해결하기 위해 본 연구에서는 투자수익률(ROI)을 이용한 세대별 분담금 산정 방법을 제안하였다. 투자수익률(ROI)을 이용한 신규 분담금 산정방법 적용결과 기존 리모델링 사업에서 나타났던 세대별 개발이익과 비용배분의 불균형을 감소시키는 것으로 나타났다. 따라서 본 연구에서 제안한 분담금 산정방법을 이용하여 향후 리모델링 추진과정에서의 분담금 배분에 따른 갈등을 완화할 수 있을 것이다. 요약2 Social demand for apartment remodeling has increased recently. However, conflicts among participants on share of the expenses have been exacerbated calling for need to seek solutions. The purpose of this study is two-fold. First, this study examines the problems of current method on share of the expenses in remodeling projects. Secondly, this study seeks to come up with new estimation method that can solve the problems of share of the expenses in apartment remodeling projects. What is shown through case study is that imbalance in development gains and cost sharing is incurred as a result of remodeling cost distribution to each household based solely on per unit area without consideration to ensuing development gains. To solve this problem, this study proposes an estimation method that calculates remodeling expenses for individual households based on return on investment (ROI) which is regarded as feasibility of the remodeling project. Application of this new estimation method using return on investment (ROI) has been shown to reduce imbalance in development gains and cost sharing in enlargement remodeling projects.
