Abandoned long-term empty homes have a negative social and environmental impact on local communities, attracting nuisance, criminal activity and depressing the value of adjacent properties. In Korea, a number of empty homes are recognized recently in urban residential improvement areas as well as widespread high levels of empty homes in rural areas. In spite of current actions of both central and local government to tackle empty homes, effective strategies and additional measures are needed in Korea. However, there have been little research on empty homes issues. This study analyzes a framework to tackle empty home issues, and explores approaches of central government as well as measures of local authorities to bring empty homes back into use in England. Financial supports of government such as Empty Home Community Grant, Clusters of Empty Homes Program are introduced, and various types of measures for local authorities' action to tackle empty homes from Council Tax incentive to public interventions such as Empty Dwelling Management Orders, Enforced Sale Procedure are reviewed in this paper. The implications of this research are useful in preparing the alternative strategies and statutory measures to tackle empty homes for urban regeneration process in Korea. |
