The resulting deliverables of administration-led urban policies and accompanying redevelopment projects, which were implemented in designated areas to address the apparent decline of the city center and issues associated with the vicinity, are causing problems during the implementation process and are showing complex social issues. The paradigm of 'regional development' is being transformed from physical development to improvement of quality of life and acquisition of community conditions. To this end, the purpose of this study is to - by selecting urban regeneration cases among redevelopment districts where variety of issues are currently arising - examine factors of conflicts (subject, event and timing) that have occurred within redevelopment and urban regeneration urban policies, and analyze the structures and provide suggestions for the associated urban policies in the future. As the result of analysis of conflicts based on total 3 periodizations, conflict structures of 11 cases were seen, and results of deriving the causes of conflicts for each period were 'solution of foundation stage in redevelopment project were incomplete', 'uniformity of methods in redevelopment project', 'lack of expertise in union members,' 'unacceptable infrastructure and construction activities,' 'harmful effects on civilian-oriented redevelopment projects,' 'insufficient legal basis for sunk costs that are dependent on the dismissal of redevelopment districts,' 'lack of expert and organization in urban regeneration project', 'lack of expertise about regeneration project in residents', and 'lack of support and integrated system in urban regeneration project' etc. Thus, this study proposed 6 suggestions that are to be considered in the implementation of urban policy projects related to redevelopment projects. This study differentiate itself from previous studies based on the fact that conflict cases of urban regeneration districts were examined by combining project entities with implementation process of urban regeneration. However, there are shortcomings that are manifested in the qualitative process as conclusions were derived based on interviews. |
