Faced with various kinds of challenges in the process of urbanization, cities in developing countries have been making good use of official development assistance(ODA) to get through urban development. ODA-supported urban development involves a variety of actors such as donor countries, international organizations, central/local governments of recipient countries, and private sectors that are usually absent from domestic urban development. This study aims at identifying the roles, objectives and conflicts of key policy actors participating in ODA-supported urban development. For this, the study analyzes the case of setting up Green Growth City Development Strategy (GG-CDS) of Da Nang City, Vietnam, where GGGI and UN-HABITAT worked together with the city government in 2013. The theory of policy network was introduced as an analytical framework to examine complex interactions and linkages of the policy actors. Four components of policy network such as policy institutions, actors, interaction and linkage structure were analyzed. The results show that there were policy conflicts between the international organizations and the city government caused by their different policy priorities. Also, the internal partnership among government, businesses and civil society in Da Nang has not been properly formed in developing GG-CDS yet. |
