This problem occurs fluently in winter and weaken pedestrians wind comfort. Many wind comfort criteria and analysis method was established to solve this problem. Criteria for pedestrian wind comfort are consist of threshold velocity and probability of exceedance. However these criteria have some limitations that they only considered mean wind speed based on annual meteorological data. Pedestrians feel discomfort by small wind speed which is under threshold velocity(5m/s) in winter. Therefore it is necessary to apply different criteria in winter.
