To complement these problems, the paper introduced the decline index D. The decline index D is defined as the population growth rate compared to urban-land growth rate. If the index is negative, the city is classified into a declining city. The city-classification based on the index D showed 85% concordance rate with the results of the Urban Renewal Agency(2010), and the correlation between them was 0.7875. The plausibility of index D was also supported by several key indicators including financial independence rate. The high explanatory power of the index D might be attributed to the unique nature of Korean cities, that is, extensive suburban development.
