The vegetation panel plays a role as an exterior and water is held in front of it and diffused to lower the surrounding temperature. A damper (buffer material) plays a role in the buffering between the water storage tank opening, the vegetation panel and distributing overflow water from the water storage tank opening evenly to the vegetation panel.
