본 연구에서는 주거지원 업무의 건축적 전문성을 강조하여 건축법 제35조의 2(주택의 유지·관리 지원)에서 지정하고 있는 주택관리지원센터가 중심이 되어 관련 업무를 수행할 것을 제안하였다. 이를 위하여 주거약자 주거지원센터 설치를 규정하고 있는 주거약자지원법의 내용을 '유사기관에 지정'하도록 개정하고, 지정기관으로 건축법의 주택관리지원센터를 활용하도록 하고자 한다. 또한, 효과적 주거지원 업무를 전국적으로 확산시키고 관련 업무의 전문성 및 지속성을 고양시키기 위한 중앙단위 주거지원센터 관련 법령의 개정 역시 필요하다. 이에 건축법 제35조2항에서 제시하고 있는 주거지원센터에 중앙센터 설치 근거를 마련할 필요가 있다. 이 개정안에서는 '특별자치시장·특별자치도지사 및 시장·군수·구청장'을 '국가 또는 지방자치단체'로 개정하여 중앙정부 차원의 중앙센터 설치의 근거를 마련하고자 한다. 한편, 현재 건축법 제35조의 2에서 규정하고 있는 주택관리지원센터 업무내용이 기존 주택의 유지·관리 등에 초점이 맞추어져 있어 신축 주택을 대상으로 하는 지원 업무가 제외될 가능성이 있다고 판단된다. 따라서 취약계층 및 일반가구를 포괄적으로 지원하는 센터가 효율적으로 업무를 수행하기 위해서 신축 주택의 컨설팅, 계획 수립 지원 등의 업무가 포함되도록 관련 내용을 조정할 필요가 있다. 이와 함께 앞서 제시한 바와 같이 지방자치단체의 재정난을 고려하여 지방자치단체차원에서 주거지원센터를 설립할 경우 국고지원이 이루어질 수 있도록 시행령을 마련할 필요가 있으며, 주거지원센터의 안정적인 운영을 통하여 보편적인 주거지원이 이루어질 수 있는 토대를 마련할 수 있을 것이다. |

This research is in its second year of the 'A Study on the Establishment and Operation of the Center for the Vulnerable to Housing (1).' In the first year of the research, the organizational structure and operation of the 'housing support center for the vulnerable' was discussed while there was no legal basis of center establishment neither through the 「Special Act on Urban Regeneration Revitalization and Support」 nor the 「Building Act」. However, due to the policy emphasis on small-scale housing support and management by the Ministry of Land, Infrastructure and Transport, the second year research was able to focus on the role and function, detailed operation model of the 'housing support center for the vulnerable.' In addition, due to the new government's customized welfare policy, the management of beneficiaries of the national basic livelihood security system which was overseen by the Ministry of Health and Welfare has been reformed. As a consequence, the Ministry of Land, Infrastructure and Transport have come to supervise the housing voucher system and in 2015, will also oversee the owner-occupied housing renovation program, indicating a change in central government's housing welfare related work adjustments and integration. Therefore, this research further develops the initial stage of the study advocating the establishment of the 'housing support center for the vulnerable' which aims to systematically deliver housing support policies in consideration of individual local governments' condition, and is ultimately place-based. The center proposed by this study promotes area-based housing stock management, housing welfare improvement for the vulnerable, and will foremost support the Ministry of Land, Infrastructure and Transport's housing environment improvement program, housing voucher program, and local governments' housing renovation programs of public interest. In conjunction, the center targets designated areas for housing environment management project, urban regeneration project, and areas with high concentration of single-family homes. Meanwhile, there will be further support for people who need moving assistance into rental housing, and for those who need housing expenditure support. The main target group of the center are vulnerable households in terms of housing conditions, and the most important task of the center is to resolve housing-related problems of this specific target group. However, since problems of deteriorating single-family homes management and regeneration, housing lease conflicts are also apparent, the target group of the center needs to be broadened to include any affected by housing support costs within the local center's administrative area. Housing support work requires the co-operation and adjustment of various governmental bodies, and a central decision-making governance needs to be in place. Hence, the research proposes a central decision-making organization based in the Ministry of Land, Infrastructure and Transport, and under it a central housing support center that embodies architectural expertise. The central housing support center can in the short-term utilize existing public enterprises, and in the mid- to long-term develop into an organization that partners with the private sector. Meanwhile, local housing support centers may take in the form of a public organization or a public-private organization based on the needs of the individual local government. In order to ensure effectiveness, each local government would need to prepare legal basis for local projects and also devise means to continuously pursue these projects. |
