재개발, 재건축으로 원주민을 밀어내는 전면 개발방식이 아닌, 기존의 역사와 문화를 찾아내어 공동체를 활성화 하고 해당지역 주민의 삶의 질을 향상시키면서 성장을 추구하는 과정이 도시재생사업이며 도시성장 관리의 새로운 패러다임이다. 부산시의 원도심지역인 중구, 동구, 서구 등 일부지역 역시 그동안 개발위주의 도시성장 과정을 거치면서 주거환경은 날로 악화되어 왔기에 새로운 도시정주환경 개선방법인 도시재생사업을 추진하고 있다. 따라서 본 연구는 도시재생사업의 주체인 '주민' 그리고 '전문가(계획가·활동가)' 및 '공무원'을 도시재생사업 관련 당사자로 정의하고, 부산시에서 시행한 도시재생사업인 '산복도로 르네상스'사업을 표본으로 전문가, 공무원을 대상으로 사업 시행 단계별 참여 실태에 관하여 설문조사와 인터뷰조사를 실시하여 분석하였다. 선행 연구에서는 도시재생사업 추진과정에서의 주민참여 실태를 조사·분석하였으며, 금번 연구에서는 선행연구 와 전문가조사결과를 종합하여 당사자 모두의 단계별 참여에 대한 의식을 분석하였다. 그 결과, 도시재생추진단계별 참여주체의 중요도는 주민은 중간정도로 응답한 반면 전문가 공무원은 주민의 참여가 제일 중요하다고 하였다. 이는 주민 스스로 참여의식의 미흡함을 보여주는 실제적인 결과이다. 재생사업 시 단계별 적정준비기간을 분석한 결과 1단계 기본구상단계는 1년 이상, 2단계 사업시행단계와 3단계인 유지관리단계는 2년 이상의 기간이 필요하다고 응답하였다. 주민대표위원 선발방식에 주민은 반상회를 선호하였고 전문가 공무원은 공모를 선호하였다. 향후 공모를 통하여 선정 할 시는 주민에게 충분한 설명과 홍보가 필요한 것으로 나타났다. 재생사업을 주도적으로 이끌어나갈 추진주체 형식은 전문가, 공무원은 주민주도형을 높은 비율로 선택하였고 주민은 소극적으로 나타나, 주민참여를 활성화하기 위해서는 주민에 대한 교육과 홍보가 필요함을 알 수 있다. 향후 도시재생사업에서 우선적으로 개선할 부분으로 주민은 노인·영유아복지시설, 주차시설, 공동작업장이 높게 나왔으나, 전문가, 공무원은 주민모임활동 활성화가 가장 높게 나타나 사회적 관계 개선이 중요함을 보여주고 있다. 이는 재생사업에서 주민을 비롯한 관련당사자의 의견수렴 절차가 매우 중요함을 보여주는 결과이다 |

It is the urban regeneration, a new paradigm of urban growth management that in pursuit of development, find out the history and culture of the traditional communities, activate them and improve lives of local residents. It is not complete development method that takes area residents away by redevelopment, reconstruction. The inner districts of Busan such as Jung-gu, Dong-gu, Seo-gu and some areas also try to proceed with the project in terms of urban regeneration, a new improvement method of urban residential environment, because housing environment has been deteriorating by the policy focused on development. Therefore, in this study, 'the residents', 'the experts(planer, activist)' and 'the public officials' are defined as parties involved in urban regeneration in terms of the main agent of the urban regeneration project. "Sanbok-doro Renaissance" in Busan as an example of urban regeneration, this field survey conducts and analyzes a questionnaire survey and interview method by groups that consist of experts and public officials to find out participation state according to project implementation stages. The earlier study researched and analyzed residents participation state during the process of the urban regeneration project. Combining the earlier study and results of expert survey, this study analyzed participation consciousness according to project implementation stages of all parties involved. According to the result, about the importance of the main agent according to project implementation stages, the residents answered 'average-degree', whereas experts and public officials answered residents' participation is most important. This results practically imply that the area residents themselves have not enough consciousness of participation. As analyzed in terms of the optimal preparation period according to regeneration project stages, answered the first foundation plan stage need more than an year, the second implementation stage and the third maintenance stage need more than 2 years. About resident representative selection method, residents prefer community meeting, whereas experts, public officials prefer public contest. It implies that if selection is held by public contest, residents need full explanation and public relations. As experts, public officials select residents-leading model at a high rate as the main agent of leading regeneration projects whereas residents are passive, to activate residents participation, residents need full explanation and public relations. About the priority parts that need to improve in urban regeneration projects, residents have high demand on welfare facilities for senior citizens and infants, parking facility, common workplace, whereas, experts, public officials have high demand on activating community activities, implying it is important to improve social relations. As a result, it shows process of opinion convergence of all parties involved including residents is highly important in the urban regeneration projects. |
