본 연구는 도로사선제한 폐지에 따른 건축물 높이변화의 실태를 분석하고, 제도변화로 야기되는 부정적 영향을 개선하기 위한 제도적 보완방향을 제시하고자 하였다. 이를 위하여 규정폐지 이후 1년간 전라남도 건축심의에 접수된 주거지역 16건, 상업지역 6건을 연구의 대상으로 선정하여 건축물의 높이변화 및 야기되는 부정적 영향을 분석하였다. 분석의 객관성을 제고하기 위하여 해당 사례의 계획 높이를 폐지된 ‘도로사선제한 규정’ 적용 높이, 서울시의 ‘건축물 높이기준 기본지침’ 적용 높이, 일본의 ‘도로사선제한 규정’ 적용 높이와 교차비교를 진행하였다. 폐지된 도로사선제한을 적용한 높이와 계획건축물의 높이를 비교한 결과 일반주거지역 26.9%, 준주거지역 51.5%, 상업지역 68.5% 증가한 것으로 나타났다. 분석된 결과를 기반으로 폐지된 도로사선제한을 대체할 수 있는 건축물 높이관리제도의 보완방향을 주거지역과 상업지역으로 구분하여 제언하였다. |

This study is to analyze the status of building height after the abolition of the Setback Regulation from Road Width And,suggest a complementary direction to improve the negative effects caused by institutional change. For this, 16 residential areas and 6 commercial areas were selected for the study. And we analyzed the change of the height of the planned buildings and the negative effect caused. In order to improve the objectivity of the analysis, the heights of the buildings were compared with the heights using the Setback Regulation from Road Width in Korea, Seoul and Japan. As a result of comparing the height of the planned buildings with the height of the abolition of the Setback Regulation from Road Width, it was found that the average residential area increased by 26.9%, semi - residential area by 51.5%, commercial area by 68.5%. Finally, This study suggests the institutional complement direction of the building height management system based on the analyzed results. |
