The purpose of the study was to examine the housing welfare performance of public housing, focusing the difference between public rental housing and market rental housing. Housing welfare is defined as living at adequate, affordable housing with stability and measured as substandard housing, unaffordable housing, unstable housing. This study was based on 2016 Housing Fact Finding Survey, sampled the households which their incomes are below 100% average income of city workers. The ratio of public rental housing which is below minimum bedroom standard(the number and relationship of household member are considered and the livingroom and the kitchen are excluded from measuring bedrooms) is 9.5%, below minimum space standard is 3.3%, lack of essential facility is 0.4%, below minimum structure and environmental standard is 3.5% and substandard housing is 13.9%. The ratios of market rental housing are 5.7%, 7.4%, 5.4%, 8.0% and 20.2% respectively. The ratio of unaffordable housing which their housing expense is above 30% of income is 24.0% among public rental housing and 26.9% among market rental housing. The ratio of unaffordable housing which after spending their housing cost, their income is below minimum cost of living is 47.1% among public rental housing and 25.4% among market rental housing. The rate of rent increase(previous contract vs current contract) is 3.89% among public rental housing but 11.72% among market rental housing. The ratio of households which are in arrears with the rent is 0% among public rental housing but 1.8% among market rental housing. The ratio of households which have a plan to move is 6.8% among public rental housing but 21.6% among market rental housing. This study provides the basis that the regulation for market tenant protection should be reinforced and the policy of public housing should be expanded and improved for housing welfare. |
