요약1	공공공사의 입찰 방식 결정은 공무수행담당자의 경험 및 업무의 편의성 등을 고려하여 결정되고 있는데, 입찰을 위한 방식 결정 과정의 타당성 검증은 이루어지지 못하고 있는 실정이다. 입찰방식의 선정에 있어 또다른 도전과제는 경험 위주의 의사결정을 근간으로 하고 있어 새로운 형태의 프로젝트 발주 또는 새로운 형태의 입찰방식 적용 시 그것에 대한 객관적 타당성을 마련할 방법이 쉽지 않다는 점이 있다. 따라서 본 연구는 공공공사 프로젝트 발주 방식 선정에 도움을 줄 수 있는 의사결정모델을 개발하고 이의 활용성을 검토하고자 한다. 본 연구는 계층분석적의사결정기법을 이용하여 모델을 개발하였고 실제 업무 수행 담당자 32명을 통해 검증하였다. 모델 활용결과 32명 중 5명의 모델활용에 일관성이 있었으며, 담당자들은 모델에 전적으로 의존할 수 없다는 사실을 인지하면서도 가이드를 제시해줄 수 있다는 점에서 긍정적 의견을 제시하였다. 이를 통해 본 연구에서 제시한 모델이 향후 새로운 형태의 입찰방식 또는 과제 발생 시 관련 업무 수행자의 업무관련 부담을 줄여주고 객관적인 공무수행에 도움을 줄 수 있을 것으로 기대된다.
요약2	The bidding method of public works is decided based on the experience of the officials in charge and the convenience of the work, but the validity of decision making process for the bidding method has not been verified. Another challenge in the bidding method selection is its objective validation is not easy because the decision making is based on experience, when a new type of project is ordered or a new bidding method is applied In this study, therefore, a decision making model to facilitate the selection of a public construction project delivery method was developed and examined with its applicability. This model was developed using the Analytic Hierarchy Process and was verified through 32 persons who were actually in charge of the works. As a result of applying this model, 5 of the 32 persons showed consistency in using the model. and they expressed positive opinions about the model. The model can provide a guide while recognizing the fact that they cannot depend entirely on the model. Therefore, the model proposed in this study is expected to reduce the work-related burden of the persons who are involved in the related work and help the objective performance of their tasks when a new bidding method or project appears in the future.
