요약2	The purpose of this study is to examine the development financing techniques and policy supports for the change-overs of housing supply system from the presale to the spot sale. It does not seem necessary to enforce the private sector to follow the spot sale system by law: instead, the study renders the coexistence of two housing supply systems. One main principal is to let the private sector guarantee the preselling houses while charge the public entities to cover the spot sale loan guarantees. Public entities should lead the line in a phasing manner while the advantages to take the public fund should be considered to motivate the developers' change-overs to the spot sale system. This study suggests that the government establishes a fund to support the residential projects with the spot sale scheme. The estimated amount of fund is about twenty five trillion won which may cover more than 30% of domestic housing projects. The letter of commitment to buy the unsold houses issued by the government-sponsored entities, e.g. Korea Land and Housing Corp., is another strong method to enhance the developers' credits to get the construction loan.
