본 연구는 도시재생활성화지역 선정시 지역주민의 의지와 역량을 고려한 종합적인 평가가 필요하다는 문제의식을 바탕으로 정성적인 측면에서 새롭게 추가되어야 할 지표를 도출하고 지표의 조사 및 분석방법을 제시하는데 목적이 있다. 정석적 지표는 크게 '지역정책'과 '지역역량'으로 구분되었으며 총 16개의 지표를 도출되었다. 상위계획 및 관련계획이 해당되는 '지역정책'은 연계가능한 계획 여부, 주민참여 계획수립의 경험 여부 등을 파악할 수 있다. '주민관계망'과 '지역주민의지'로 구분되는 '지역역량'은 지역주민의 사회경제적 도시재생 가능성을 판단할 수 있다. '주민관계망'은 커뮤니티의 내·외 네트워크의 정도를 파악하는 지표이다. '주민의지'는 도시재생사업 추진시 적극적으로 참여가능성을 판단하기 위한 지표로서 지역의 정체성과 정주의식을 가지고 있는지를 파악할 수 있다. '지역정책'은 사례를 통해 상위계획 및 관련 계획과 연계방법을 제시하였고, '지역역량'은 사례를 근거하여 설문조사방법, 분석방법, 조사범위 등 조사 및 분석방법을 제시하였다. |

The purpose of this study is to examine indicators to be newly added in qualitative aspects based on the consciousness of the necessity of comprehensive evaluation considering the willingness and empowerment of residents when selecting the urban regeneration activating areas. Qualitative indicators are categorized into 'regional policy' and 'regional empowerment', and a total of 16 indicators are derived. The 'regional policy', which related to the upper plans and related plans, can identify whether they can be connected and whether they have experience in establishing the plan in which resident participated. The 'regional empowerment', which is categorized into 'resident network' and 'resident willingness', can determine the socioeconomic urban regeneration potential of residents. A 'resident network' is an indicator that measures internal and external networks of community. 'Resident willingness' is an indicator to judge the possibility of active participation during the urban regeneration project, and identify whether it has local identity and settlement consciousness. The 'regional policy' presented the method of linking with the upper plan and the related plan through the case, and the 'regional empowerment' suggested the survey method, the analysis method and the scope of survey based on the case. |
