The purpose of this investigation is to propose an alternative planning strategy for the possibility of accepting housing as the utilization plan of a long term unexecuted urban park site. Currently, many park sites has been left as barren ground due to the lack of local government's finances. Since 2009, non-park facilities can be sited legally on the part of park under the condition that new park is made and donated. In the several cities, various park developments are being carried out, whereas the development guideline is seriously required for securing the public qualities of park development. And main problems of park development are to be solved, such as social conflict with existing residents due to privatization of parks and park design without considering the site conditions. Therefore, we propose a planning method to solve these problems. For these objectives, the site conditions, such as location, proximity to public transportation, site size, topography, and boundary conditions, are examined. And the development plans for three typical parks are proposed, including the contents of land use, development density, development phasing, efficient housing types, and community facilities. |
