본 연구는 초·중급 기술인력의 역량 수준을 조사·분석하여 현재 미흡한 역량을 도출하고, 이를 토대로 역량 향상방안을 제시함을 목적으로 한다. 본 연구를 통해 도출한 결론은 다음과 같다. 1) CM/Eng.업체 소속 초급 및 중급 기술인력들의 개인역량은 ‘기획력’, ‘창의성’ 항목의 역량 수준이 부족하고, 직무역량은 공정관리 영역, 공사비관리 영역, 환경·민원관리 영역의 역량 수준이 상대적으로 부족한 것으로 나타났다. 2) 현재 국내 건설 기술인력의 교육·훈련은 개인역량과 직무역량을 향상할 수 있도록 체계가 마련되어 있으나, 직무와 등급을 초점으로 수행되어 본 연구에서 조사된 실제 초·중급 기술인력에게 필요한 교육내용이 제대로 구성되어 있지 못한 실정임을 알 수 있었다. 3) 국내 건설 기술인력 교육체계에 대한 개선은 ‘실무역량 강화를 위한 교육프로그램 확충’, ‘각 교육기관의 교육내용 다양화 및 세분화’, ‘시대변화 및 기술발전에 따른 교육내용의 시의성 강화’가 필요함을 알 수 있었다. 4) 선진국의 기술인력 교육·훈련은 국내와 달리 교육내용이 다양한 실무 중심으로 구성되어 있고, 공공과 민간기관이 같이 기술인력의 역량강화를 위해 노력하고 있으며, 민간기관이 참여하여 기술인력의 개인역량을 별도로 강화할 수 있는 교육프로그램을 구성하고 있었다. |

The purpose of this study is to investigate and analyze the competency level of elementary and intermediate construction managers to derive
insufficient capabilities at present, and to suggest ways to improve capabilities based on this. The conclusions drawn through this study are
as follows. 1) CM/Eng. Individual competencies of beginner and intermediate construction managers belonging to the company lack the
competency level of 'planning power' and 'creativity', and job competency is relatively insufficient in the process management area,
construction cost management area, and environment and civil service management area. 2) Currently, the education and training of domestic
construction managers is in place to improve individual capabilities and job competency, but it is found that the actual education contents
required for elementary and intermediate construction managers surveyed in this study are not properly organized. 3) It was found that the
improvement of the domestic construction technology manpower education system requires "expansion of educational programs to strengthen
actual competency," "diversification and subdivision of educational content of each educational institution," and "strengthening timeliness of
educational content according to changes and technology development." 4) Unlike Korea, technology manpower education and training in
advanced countries is composed of various practical contents, public and private institutions are working together to strengthen technology
manpower capabilities, and private institutions are participating to form an education program to separately strengthen technology manpower. |
