This study reviews platform urbanism literature as an emergent scholarship critically reflecting on the constraints of the smart city discourse. It closely examines in particular, the theoretical and methodological usefulness of the concept of ‘infrastructural arrangements’. To this end, it explores the case studies of 'mobility-as-a-service' in the European context and a community action network initiative in Africa from the 'infrastructural arrangements' perspective. Following the discussions is the consideration of the development processes of a contact tracing system formulated in South Korea during the COVID-19 pandemic, whereby digitally mediated governance emerged through this process of infrastructural arrangements. It argues that smart city as a planning concept (whether pursued in terms of comprehensive planning or collaborative planning) is essentially based on the modernist ethos, raising the question if it can ever go hand in hand with the nonlinear, spontaneous, expansive, and interoperable digital materialities. This study proposes that considering digital platforms as infrastructural arrangements, or as digital potentia with ‘margin of indeterminacy’ can pave the way for more meaningful research on digitally mediated urbanity and more importantly, for envisioning more hopeful platform urban futures. |
