본 연구는 비수도권 중소도시인 전라북도 군산시를 대상으로 생활문화시설의 접근성 분석 방법을 개발하여 취약한 지역을 도출하고 그 지역에 적합한 시설의 계획 방향을 제시하였다. 이를 위해 생활SOC복합화, 도시재생, 일반농산어촌 개발사업을 검토하여 생활문화시설의 복합화 공간특징과 복합화 유형을 나누고 복합화 추진 방향을 정리하였다. 그리고 군산시를 대상으로 취약지역을 도출하기 위해 문화시설과 공공체육시설을 포함한 생활문화시설의 접근성 분석을 실시하여 취약지역을 도출하고 취약지역에 필요한 생활문화시설의 복합화 유형을 시뮬레이션하였다. 연구 결과를 정리하면 다음과 같다. 첫째, 생활문화시설의 복합화 공간특징은 접근성, 지역성, 공유성, 참여성, 쾌적성, 지속성으로 볼 수 있다. 둘째, 생활문화시설의 복합화 유형은 중심시설에 따라 문화복지, 전통문화, 지역상품, 자연경관, 귀농귀촌, 교육육아, 치유요양 등으로 분류할 수 있다. 셋째, 생활문화시설 복합화 추진방향은 크라우드소싱, 리빙랩, 크라우드펀딩 등 온라인 플랫폼을 개발하여 언제 어디서나 기획과 참여가 가능하도록 하며 스마트시티의 계획 요소를 도입하고 새로운 인구유입형 성장산업을 개발하는 것이다. 넷째. E2FCA 방법으로 접근성 분석을 실시하여 접근성 지수가 0.001 미만 지역을 취약지역으로 분류하였고, 취약지역이 가장 많이 분포한 회현면 남쪽지역에 신규시설의 모델을 시뮬레이션하였다. 소멸위험이 높고 지역 고유의 역사성이나 관광자원, 지역상품 등이 없는 평야지대에 위치한 농업지역으로 복합화 유형 중 외부인구의 유입이 지속적으로 가능한 치유요양 시설이 제안되었다. 스마트팜과 치유농업을 기반으로 세대통합형 치유농업체험장과 요양시설을 계획하고 숙박과 편의시설은 물론 농촌형 공유오피스를 계획하며, 메타버스 기술을 적용한 온라인플랫폼을 통한 원격참여로 언제 어디서나 접근가능하도록 한다. |

This study aimed to develop a cutting-edge GIS-based accessibility analysis technique for living cultural facilities in Gunsan-si,
Jeollabuk-do. The ultimate goal was to identify vulnerable regions and propose appropriate facility planning directions. To achieve this, a
comprehensive review of relevant literature and public facility complex projects was conducted, categorizing the characteristics and types of
living and cultural facilities. Furthermore, an accessibility analysis of living cultural facilities, encompassing cultural and public sports
facilities, was conducted to identify vulnerable regions. The analysis methodology was based on E2SFCA, combining both walking and
driving scenarios to obtain an accessibility index. Vulnerable areas were identified as those with significantly lower accessibility indices,
measuring less than 0.0001. Based on the distribution of vulnerable areas, a model for new facilities was proposed in the southern region of
Hoehyeon-myeon. This particular area exhibited a high concentration of vulnerable regions. It is an agricultural area situated in a plain,
devoid of local history, tourism resources, or local products, and falls within an endangered high-risk area. Among the various complex types
considered, a healing care facility was suggested to facilitate the influx of outsiders. The proposed plan incorporates elements of smart
farming and healing agriculture, featuring a generation-integrated healing agricultural experience center, nursing facilities, and rural shared
offices equipped with accommodation and convenience amenities. The integration of metaverse technology enables remote participation through
an online platform, ensuring accessibility anytime and anywhere. |
